Why 395

• Real governance, not just a president's word. State-wide rules go through an open vote of the Top 10 alliances in a shared leaders' channel — not backroom DMs. Full rules and vote history are public at 395rules.com.
• Established Top 10 alliances, including PLSH, LGD, AATA, BOAR, MeLT, NLTs, SHLD, IWLL, FLOt, and UPEX — active, organized, and used to running coordinated NAP/farming policy.
• Clear, enforced farming and NAP rules — not ambiguous, not "ask around and hope." It's written down and voted on.
